District of Columbia Retirement Board Whistleblower Protections Complaint Form

In accordance with the District’s Whistleblower Law (D.C. Official Code § 1-615.51 et seq.), the District of Columbia Retirement Board (“DCRB” or the “Board”) supports the right of DCRB employees to freely report, without fear of retaliation or reprisal, any waste, fraud, abuse of authority, violations of law, or threats to public health or safety.

Further, the Board abides by the Council of the District of Columbia’s whistleblower protection policy to:

  • Enhance the rights of District employees to challenge the actions or failures of their agencies and express their views without fear of retaliation through appropriate channels;
  • Ensure that public offices are truly public trusts;
  • Hold public employees personally accountable for failure to enforce the laws and for negligence in the performance of their public duties;
  • Protect the rights of District employees to expose corruption, dishonesty, incompetence, or administrative failure;
  • Protect employees from reprisal or retaliation for the performance of their duties; and
  • Motivate employees to do their duties justly and efficiently.

The District’s Whistleblower Protections and Obligations of Employees Notice, provided below, informs DCRB employees of their rights and responsibilities under the District’s Whistleblower Law. 

You are encouraged to carefully read the Whistleblower Protections and Obligations of Employees Notice when considering the submission of a whistleblower complaint to DCRB to ensure you understand your rights and responsibilities.

Instructions

This form should be used to submit a complaint alleging fraud, waste, abuse, mismanagement, incompetence, and/or corruption related to DCRB operations, including employees of, and/or contractors doing business with, DCRB. You may also leave a message stating your complaint on DCRB’s Whistleblower Hotline at (202) 216-9090 or provide your complaint via email at [email protected]. Please note: your use of DCRB’s whistleblower telephone number or email address may not result in an anonymous submission, but will remain confidential.

Anonymity & Confidentiality:

While DCRB encourages you to provide your name and contact information, you may choose to have your identity kept confidential or to remain anonymous. Providing your name and contact information allows DCRB to follow-up with you, if necessary, to obtain additional information that will aid us in any investigation of your claim.

If you choose to remain Anonymous, you should not provide your name or contact information on this Complaint Form. However, please note that if you submit your claim anonymously, DCRB personnel will not be able to follow-up with you to clarify your complaint.

Your identity will be kept confidential. If you choose to provide your name and contact information to DCRB, certain DCRB personnel tasked with investigating and resolving your claim may contact you for additional information but such personnel will not disclose your identity to any other individual or party unless required by court order or by law.

Detailed Information:

Please provide as detailed, complete and accurate information as possible to improve DCRB’s ability to respond to your complaint. You should provide details of any alleged fraud, waste, abuse, mismanagement, incompetence, and corruption, including: (1) a description of the alleged wrongful or inappropriate act; (2) the name of person(s) who allegedly committed the act; (3) the name and contact information of anyone else with knowledge of the alleged acts; (4) whether money and/or DCRB funding was involved; (5) how long the alleged misconduct occurred; and (6) attempts by the alleged violator(s) to hide the misconduct.
